Well, to return to antiquity, the Romans did have "weapons control", you were not to have fasces with axe heads inside the pomerium, or any other weapons of metal besides daggers. Weapons of iron or bronze were stored in temples. Even in a triumph, the legionaries carried wooden weapons. As to being armed in your own home, to defend against burglers, note in the XII Tabulae that a distinction is made in killing a burgler who comes at night from a robber by day.
