Numismatics again

Salvete,

On a few coins of Domitianus (the Flavian emperor, not the 3th century chap mentioned in an earlier post), I find the expression "A POP FRUG AC", meaning "a populo fruges accepit". Does anyone have an idea what this could mean in this context ?
